The $100 GE and $85 Pre are non-refundable application fees. The CSR credit for it is automatic. If you think you might be denied, even more of a reason to charge it on a card that’ll make it free to you.

I can’t really speak to the merits of your question, but my general strategy is not to pick a single card, but to eventually just do all of them. They’re all a great deal the first year.
