Unusual way Ebay processed a refund I issued

I sold a car with delivery included, and buyer paid a $500 deposit. We made an agreement that he would take care of shipping for $500. After the car was paid in full and the wire and hit my bank account, I issued the refund on Ebay. Ebay sends me the deposit money it collects, to my bank account, so you would assume they would take it out of there when I make a refund. But no, they just charge my credit card. That’s great for me as it’s $10 cash back. Don’t any of the bean counters at Ebay know how much money they are wasting by doing this?
