Which states have the best ABLE accounts for non-residents?

For those who are unfamiliar with ABLE accounts (also known as 529A accounts), they are state-run savings programs for eligible people with disabilities.

Unfortunately, not every state has them yet. While a number of states do allow non-residents to participate, non-residents often pay higher expenses and/or other fees.

If anyone has knowledge or first-hand experience with a state that offers a good plan for non-residents, please chime in.

Ohio looks like it might be the best open to out of state as far as fees. $30 annual fee, no fees for debit card and Vanguard funds with low admin cost.

But there are several states that are close with ~$40 annual fee.
